RESOLUTION OF THE ORGANIZATION OF CHINESE AMERICANSURGING THE END OF ARBITRARYINS DETENTIONS AND DEPORTATIONS 
July 28, 2002 

WHEREAS      The Anti-Terrorism and Effective Death Penalty Act and the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 have allowed the INS expanded powers to detain and deport certain categories of immigrants; and 

WHEREAS      Over 1,200 immigrants, mostly of Arab and South Asian descent, were secretly and                                      indefinitely detained following the September 11th attacks; and 

WHEREAS      Thousands of immigrants have been detained and received orders for deportation based on                         minor crimes, including 1400 Cambodian refugees who face severe repercussions if forced to return to the country they fled; and 

WHEREAS      INS detentions and deportations have separated and impoverished families; and 

WHEREAS      These detentions and deportations raise serious concerns over due process and judicial                                 review 

THEREFORE BE IT RESOLVED that the Organization of Chinese Americans denounces the arbitrary and secretive procedures used to detain and deport immigrants; and 

FURTHER BE IT RESOLVED that OCA calls on the INS and Department of Justice to develop due process and judicial review procedures to protect the human and civil rights of immigrants.
