RESOLUTION OF THE ORGANIZATION OF CHINESE AMERICANS SUPPORTING FULL PARTICIPATION IN CENSUS 2000
ADOPTED BY OCA NATIONAL BOARD
August 1, 1999

WHEREAS the year 2000 brings with it the next decennial census; and 

WHEREAS a census is conducted every ten years to decide how much money is allocated to each community for social programs; to calculate how many representatives from each state goes to the House of Representatives; to reapportion federal funds; to determine how many day care centers, schools, libraries, senior-citizen centers, bus routes, clinics, hospitals, roads, and other important resources are built in each community; and

WHEREAS Asian Pacific Americans were undercounted by an estimated 2.3 percent in the 1990 Census, and an equivalent percentage of the APA population in 2000 would equal roughly 248,000 people; and 

WHEREAS communities that need the resources more than others - including the Asian Pacific American community - are typically the communities that get undercounted more severely; and 

THEREFORE BE IT RESOLVED that the Organizationof Chinese Americans urges Asian Pacific Americans to assist the United States Census Bureau, in order to make sure Asian Pacific American communities are not undercounted once again; and 

FURTHER BE IT RESOLVED that the Organization of Chinese Americans will continue to fully support the use of statistical sampling as the most effective and efficient means of ensuring a more accurate census count; and 

FURTHER BE IT RESOLVED that the Organization of Chinese Americans urges its members - and all Asian Pacific Americans - to fully complete the Census 2000 forms by the April 1, 2000 deadline in order to have a 100 percent APA count to ensure that we receive our fair share of federal programs.
